Yes — coffeehouses operate under the Netherlands' long-standing tolerance policy. Cannabis sales for personal use (up to 5g) are legal in licensed coffeehouses for adults 18+. Some require residency for entry; Puff Travel only routes travelers to coffeehouses that welcome international visitors.
